MUNICIPAL OPERATIONS — R14 INCIDENT HANDOFF Recorded: 2026-09-17T07:05:00Z Incident: R14-2026-09-17 SERVICE ROLE R14 level and turbidity readings feed the operations dashboard and its automatic alert-priority rules. R14 has no direct control of pumps, gates, or treatment equipment. A normal display can lower an alert's priority; it is not a laboratory water-quality result or authority to issue a public safety declaration. CURRENT ARRANGEMENT At 06:40 the incident commander removed R14 from automatic decision inputs. Operators retain the last display and receipt history for comparison, marked unverified. Manual incident review remains active. The independent sampling team dispatched at 06:43 has not yet returned results. Do not substitute a new dashboard value for that missing evidence. RECORD HANDLING Preserve the gateway receipt export, update journal, package and configuration before remediation. The event index is a navigation aid, not an independent confirmation of its referenced records. No attribution determination is filed. RECEIVER BEHAVIOR The receipt export contains arrivals, including duplicates. The current display uses the most recently received value. It has no comparison against previously accepted sequence numbers or sensor timestamps. Reconnection, buffered delivery, and deliberate resending can all produce repeated arrivals; receipt time alone does not distinguish their cause. RETURN TO SERVICE The municipal operator owns reconnection approval. The handoff must identify which proposed control addresses each demonstrated weakness and which checks remain outstanding. A receiver change alone does not certify software origin, credential handling, or agreement with an independent physical measurement.
